The low level of their productive powers, the immaturity of their economic forms, the narrowness of their activities and the meagreness of their culture and connections are evidenced in their extremely restricted views of the course of events. Every type of state is a powerful institution of the ruling class; the state is an instrument which one class uses to secure its rule and enforce its preferred relations of production and its exploitation onto society. There new classes—merchants, shipowners, manufacturers, artisans, seafarers—came to the fore and challenged the institutions, ideas and power of the old landed gentry. Historical materialists henceforth believe that the modern proletariat are the new revolutionary class in relation to the bourgeoisie, in the same way that the bourgeoisie was the revolutionary class in relation to the nobility under feudalism.
